Responsibilities
• Develop and implement a comprehensive procurement strategy aligned with organizational goals and objectives.
• Identify cost-saving opportunities, value-added initiatives, and process improvements across the procurement lifecycle.
• Stay informed about market trends, industry best practices, and emerging technologies to drive innovation in procurement practices.
• Identify and evaluate potential vendors, suppliers, and partners.
• Negotiate favorable terms, pricing, and contracts with suppliers to achieve optimal value.
• Establish and maintain strong relationships with key suppliers to ensure reliability, quality, and on-time delivery of goods and services.
• Design, implement, and manage efficient end-to-end procurement processes, including requisition, approval, sourcing, purchasing, and payment.
• Ensure compliance with procurement policies, procedures, and relevant regulations.
• Provide effective leadership, guidance, and mentorship to the procurement team.
• Lead contract negotiations and review contractual terms to minimize risk and maximize benefits.
• Collaborate with legal and relevant departments to ensure contracts are well-drafted and legally sound.
• Monitor contract compliance and performance, taking corrective actions when necessary.
• Develop and manage the procurement budget, tracking expenses and ensuring adherence to budgetary constraints.
• Implement cost-saving strategies while maintaining quality and service levels.
• Analyze spending patterns and identify areas for cost reduction and optimization.
• Generate regular reports and key performance indicators (KPIs) to assess procurement performance.
Qualifications
- Bachelor’s degree or higher in business administration, supply chain management, or a related field.
- Minimum 5 years’ experience in procurement, with a significant portion in leadership roles.
- Strong understanding of procurement principles, strategic sourcing, contract management, and vendor relations.
- Excellent negotiation, communication, and interpersonal skills.
- Demonstrated ability to lead and develop teams, fostering a collaborative work environment.
- Proficiency in procurement software and tools; experience with e-procurement systems is a plus.
- Analytical mindset with the ability to make data-driven decisions
- Strong organizational skills and the ability to manage multiple projects simultaneously.
- Knowledge of relevant laws, regulations, and ethical standards related to procurement.
- Professional certifications such as Certified Professional in Supply.
- Management (CPSM) or Certified Professional in Supplier Diversity (CPSD) is an advantage.
- Fluent both in Chinese and English.
- Good computer skills and software.
