BASIC FUNCTIONS REQUIRED:
Directly responsible for managing all major security programs in the Regional Security Office’s (RSO) local security office. Serves as senior security advisor to RSO on all security and terrorist threat related matters in Thailand as well as being the cultural advisor to RSO. Serves as the principal police and security liaison for U.S. Mission Thailand. In addition, serves as principal U.S Mission local representative to handle bilateral agreements (Memorandum of Understanding with Royal Thai Police (RTP) and Memorandum of Intent (MOI) with the National Security Council ) and handle formal criminal complaints against the U.S. Mission. Provides direct active liaison with the most senior RTG antiterrorism and national security elements throughout Thailand. Collects information on indigenous and transnational terrorist groups and threats that could be of concern to U.S. interests through liaison with senior-most RTG officials from National Security Council (NSC), Royal Thai Police, Royal Thai Armed Forces (RTAF) and related government agencies and non-government officials. Administers and develops curriculum for specific training for RTP/RTG senior officials and mid-level managers. Coordinates bilateral and multilateral trainings through the Antiterrorism Assistance Program (ATA) for Thailand. Directly supervises 7 Foreign Service National Investigators, 2 Security Assistants, the RSO Driver, and directly manages the 9 member RTP Ambassador Bodyguard unit per MOU with the Royal Thai Police; maintains scheduling, establishes work requirements, and performs other associated supervisory responsibilities. In addition, the incumbent is responsible for oversight and situational supervision for 1 direct hire Surveillance Detection Coordinator, an 11 member Surveillance Detection Team, 2 Local Guard Force Security Coordinators, and the 250 member local guard force, during numerous Embassy wide events, functions, and in conjunction with day to day operations of the numerous Embassy facilities throughout Thailand.
QUALIFICATIONS REQUIRED:
(1) Experience & Education: FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS, APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.
Option 1
Experience: A minimum of five years' working experience in the fields of intelligence, police and law enforcement is necessary. Incumbent should be a mature individual, and experienced in the gathering, evaluation, planning and interpretation of facts and information. A minimum of two years supervisory experience is required.

Option 2
Experience: A minimum of seven years' working experience in the fields of intelligence, police and law enforcement is necessary. Incumbent should be a mature individual, and experienced in the gathering, evaluation, planning and interpretation of facts and information. A minimum of two years supervisory experience is required.

Education: Two years of university study in any field is required.
(2) Language: Fluent (Reading/Writing/Speaking) of Thai and English is required. Please clarify level of your THAI and ENGLISH language skill. You can submit a copy of valid TOEIC score (Listening and Reading Section) of at least 855, or pass the English Placement Test (EPT) that is conducted by the Regional Human Resources Office. (This may be tested)
(3) Skills: (This may be tested.)
• Must have a valid, current local driver’s license is required. A copy of Thai driver’s license is required with application). Incumbent must be at least 25 years old. A valid driver's license for a minimum of five years is required.
• Must have the ability to function effectively with all levels of Thai and American officials.
• Must have the ability to comprehend, read, write, and speak English and Thai.
• Must be able to interpret and translate from English into Thai, and vice versa to support security operations and liaison activities such as correspondence, court translation, training translation and meeting translation.
(4) Knowledge:
Knowledge of basic and advance investigative techniques, interviewing of applicants, questioning of witnesses, and interrogation of suspects are of primary importance.
