POSITION: Senior HSE Specialist

Responsibilities:
Provide for a Safe Workplace and Safe Products
• Coach inspire and role model the application of company health safety and environmental standards within the site in order to safeguard our associates and the assets we use through the Lead Safety @ company Program.
• Apply the Food Safety and Quality Standards in order to ensure safe products to our consumers.
• Role model the use and application of the company's 5 Principles.
• Engage & Build a Talented Team
• Develop - Work closely with Shift Managers and Reliability Managers to develop solid understanding of HSE Policies and Procedures among all associates in Operations and Technical Teams.
• Engage - Mentoring and coaching all shift managers, site associate and contractors to understand HSE priorities, procedures and to perform their routine to align with company safety health and environmental management system.
HSE Management System Implementation
• Develop and implement HSE Policies and Procedures within the PCH HSE framework to meet or exceed the Global HSE Standard and local Safety and Health regulations.
• Provide guidance and coaching to all functional and people leaders on site to ensure their functions and teams comply to site HSE Policies and Procedures.
• Monitor all associates, visitors and contractors to ensure they comply to HSE Policies and Procedures at all time.
• Lead the HSE Management system external audits to ensure HSE Management system compliance to ISO 45001, ISO 14001, and LRQA standards.
• Establish and lead the HSE Internal Audit Program for the PCH site.
• Ensure strict compliance to all Life Saving Standards through deployment of local HSE procedures: LOTO, WPT, WAH, HOT work, confined space, electrical safety, machine guarding, contractor management and permit to work standards.
• Follow the PCH Site CAPA process to manage any non-conformances as required.
• Ensure that a robust and highly effective safety committee is managed on site to meet or exceed local government regulatory requirements.
HSE Capability, Awareness and Culture Development on Site
• Develop and implement the annual HSE Training and Communication Plan in line with Site FAB plan.
• Develop the site HSE Training Matrix based on local Thai government regulations and ensure training is delivered to all associates and contractors on site to meet or exceed local government requirements.
• Carry out the skill gap assessment and develop action plan to close skills gaps for Life saving standards.
• Develop and implement a solid HSE onboarding program for all new associates and contractors on site.
• Coordinate with site contractor supplier (Manpower) to ensure training and awareness programs are implemented for all contractors.
Site Risk Management & Control
• Establish, monitor & review the effectiveness of risk assessment and mitigation processes at PCH Site.
• Ensure all facilities with HSE site are compliant to the Emergency Policy and Procedures and ensure a robust training program is in place to prepare the site for any of the identified emergency scenarios.
• Lead the accident and near miss investigation process by analyzing, handling, reporting, recommending the improvement and preventive measures, follow up on the corrective and preventive actions, ensure report complete in the timely manner.
• Implement the Site Behavior Based Safety Program in line established protocols to promote and enhance safety behavior and ensure solid zero accident mindset culture.
HSE Reporting & Daily Operations Support
• Ensure all internal and external HSE reporting is completed on time to the highest standards.
• Ensure coordination with government agencies on all regulatory reporting and certification applications.
• Ensure completion of site safety KPI reporting on the global HSE information system (Enablon)
• Ensure completion of the Daily Safety HSE Compliance score.
• Attend Site Daily Panel and the assigned FMOS meeting.
• Site Risk Management & Control

• This role will play the role of the acting HSE manager in the absence of the HSE Manager and will provide direct support to the PCH Site Director when required.
