- Plan and determine procurement methods in collaboration with the construction department and negotiate to stay within budget.
- Review and verify all contract documents to ensure compliance with regulations and suitability in terms of value, contract type, and conditions.
- Set standard pricing for equipment, scaffolding, and machinery rentals.
- Evaluate contract terms, including advance payments, contract guarantees, payment conditions, and other relevant procurement terms.
- Review quotations, specifications, and supplier/subcontractor details for construction projects.
- Analyze and compare supplier and subcontractor pricing against project budgets and report to the General Manager or Executives.
- Assess the financial status and annual contract value of new suppliers and subcontractors before contracting to prevent financial issues and ensure reliability.
- Maintain good relationships with existing suppliers and subcontractors while identifying new business partners.
- Provide guidance to subordinates in resolving conflicts with subcontractors and stakeholders that may cause project delays.
- Establish criteria for evaluating and conducting annual assessments of subcontractors.
- Visit supplier facilities or subcontractor workplaces to inspect quality, efficiency, and team readiness before and after contract agreements.
- Verify job codes/cost codes for newly awarded projects before procurement. Review RFA (Request for Approval) documents, which outline the budget, cost codes, and procurement value. Check PO/WO (Purchase Order/Work Order) documents and payment conditions. Examine supporting documents such as BOQs, construction schedules, and subcontract agreements.
- Attend meetings and coordinate with other departments to ensure effective procurement operations.
- Provide training and guidance on construction materials, installation methods, and construction procedures for subordinates.
- Develop work manuals, policies, and procedures for the department, ensuring all team members understand them. Continuously improve and streamline work processes to enhance efficiency.
- Participate in quality and occupational health and safety management system implementation.
- Perform other duties as assigned.
